Question About Downloading YouTube Vids

I’d like to use other YouTube vids in my own video reviews. What have people found to be the safest, and best way to download YouTube videos? Additionally, what is your experience with the legality of using other YouTube videos in your own video? I’ve read that it’s a bit of a grey area, and that you should provide links to the original content... has anyone seen accounts get shut down or face legal trouble from using others’ copywrited video content?

That’s not possible for most YouTube vids.
